Receipts, phone photos of paperwork or a set of design proofs are far easier to send as one PDF than as a pile of separate pictures. Add your images, drag them into order, choose a page size and margin, and the PDF is assembled on your device in seconds.

Overview
A PDF can embed images directly. JPEG data in particular can be placed into a PDF without re-encoding, so a photo keeps exactly the quality it had as a JPG, and PNG data is stored losslessly with its transparency. This tool builds the document in memory with pdf-lib, a JavaScript PDF library loaded only when you click Create PDF, adds one image per page and hands you the finished file. Nothing is sent to a server, so scans of IDs, contracts and bank letters stay on your computer.
Page layout comes first. “Fit to image” makes every page exactly the shape of its picture, measured at 96 px per inch, which suits screenshots and design proofs. Standard sizes are A4 (210 × 297 mm), US Letter (8.5 × 11 in), A5 and Legal. Orientation can be fixed to portrait or landscape, or left on Auto so each page turns to match its image. Margins of none, small (¼ in), medium (½ in) or large (1 in) are applied, and the image is scaled to fit inside them without cropping and centered on the page. The thumbnails show each page with its image placed exactly as it will appear.
File size is the other half. With “Compress images” on, opaque images are re-encoded as JPEG at the quality you choose, and if that would make a JPEG bigger than the original, the original is kept. Images with transparency are always stored as PNG so see-through areas aren’t filled black. With compression off, JPG and PNG files are embedded byte-for-byte, and other formats such as WebP, GIF, BMP or AVIF are converted. Phone JPEGs that rely on an EXIF rotation flag are re-encoded upright, because PDF viewers ignore that flag.
Resolution decides print quality. PDF pages are measured in points, 72 per inch, so an A4 page is 595 × 842 points. To print an A4 page sharply at 300 DPI the image needs about 2480 × 3508 pixels; for documents read on screen, 150 DPI (about 1240 × 1754 pixels) is plenty. After the build the tool shows the page count and the exact PDF size, so you can lower the quality and rebuild if the file is too big for email.
| Page size | Physical size | PDF points | Pixels at 150 DPI | Pixels at 300 DPI |
|---|---|---|---|---|
| A4 | 210 × 297 mm | 595 × 842 | 1240 × 1754 | 2480 × 3508 |
| A5 | 148 × 210 mm | 420 × 595 | 874 × 1240 | 1748 × 2480 |
| US Letter | 8.5 × 11 in | 612 × 792 | 1275 × 1650 | 2550 × 3300 |
| Legal | 8.5 × 14 in | 612 × 1008 | 1275 × 2100 | 2550 × 4200 |
Add your images (JPG, PNG, WebP, GIF, BMP, AVIF or SVG) by dropping, browsing or pasting.
Drag the page thumbnails into order, or use the arrow buttons or Sort by name.
Choose a page size, orientation and margin.
Leave Compress images on and set the quality, or switch it off to embed JPGs and PNGs untouched.
Type a file name, click Create PDF, check the page count and size, then download.
Use cases
Photograph a week of receipts and merge them into one PDF for your expense claim, instead of attaching a dozen separate files. Compression at around 70% keeps the file small enough for email.
Visa, rental and loan applications often ask for a single PDF. Combine phone photos of each page on A4 or Letter with a small margin so it prints like a real scan.
Send a client one PDF of mockups or photo selects in the exact order you want them reviewed. Use Fit to image so every page matches its picture without borders.
Students can photograph pages of written work, sort them by file name and submit them as one PDF to a learning platform that accepts a single upload.
Pro tips
Answers to common questions about the images to pdf.
With compression off, JPG and PNG files are embedded exactly as they are, so quality is identical. With compression on, opaque images are re-encoded as JPEG at your chosen quality; around 80% is hard to tell apart from the original.
Roughly the sum of the embedded images plus a few kilobytes of overhead. Ten 3 MB phone photos come to about 30 MB uncompressed, and often under 10 MB at 75% quality. The exact size is shown after you create the PDF.
Images with any transparent pixels are stored as PNG so the see-through areas render correctly; JPEG would fill them with a solid colour. Remove the transparency first if you want them compressed as JPEG.
Phones often save photos unrotated with an EXIF flag that says how to turn them. PDF viewers ignore that flag, so this tool re-encodes such JPEGs with the rotation applied.
Each image becomes its own page. To place several on one page, combine them first with the Collage Maker or Image Stitcher and add the result here.
